The sale of coin-operated slot machines is regulated or forbidden in most circumstances in the Philippines, taking into account the presence of gambling elements in such machines. Out of respect for these laws, eBay will not generally permit the listing of coin-operated slot machines on its Web site.
Activity on eBay is required to follow this policy, the eBay User Agreement and all applicable laws, as well as respect the rights of third parties. If it doesn’t, eBay may take action consistent with applicable laws and the eBay User Agreement, and may even be legally required to do so. Such actions may include, as an example only: Removing the listing or other content, issuing a warning, restricting activity or account suspension.
Some Examples
here are two exceptions to the slot machine policy:
- Non-coin-operated slot machines: Slot machines that do not accept or pay out coins or currency may be listed on eBay regardless of their age.
- Non-functional slot machines: Machines that were never functional but made solely for display may be listed on eBay. In addition, coin-operated slot machines that have been permanently altered so that they will not accept any coin or slot and cannot be converted into an operational slot machine may be listed without restriction.

- Under the Tariff and Customs Code, the importation of Roulette wheels, gambling outfits, loaded dice, marked cards, machines, apparatus or mechanical devices used in gambling, or in the distribution of money, cigars, cigarettes or other articles when such distribution is dependent upon chance, including jackpot and pinball machines or similar contrivances is prohibited.
- In the Philippines, gambling is regulated by the Philippine Amusement and Gaming Corporation (PAGCOR). It is an offense for any games of chance to be operated without a permit from PAGCOR.
- Under Presidential Decree 1602, taking part in lotteries and any other game or scheme, whether upon chance or skill, which do not have a franchise from the national government, wherein wagers consisting of money, articles of value or representative of value are made constitutes a criminal offense. A police officer may arrest without warrant any person found gaming in a public place and seize all instruments or appliances for gaming found.
Why does eBay have this policy?
eBay urges its sellers and buyers to comply with all governmental laws and regulations. Since the use and operation (and ownership) of slot machines is prohibited in the Philippines, or may cause harm to eBay or its members, sellers are generally not permitted to list them on eBay.
