This seller does not like to, or want to negotiate. It says "or best offer" but when giving an offer, the seller increased there price. They seemed annoyed that I even made an offer. Finally took around $0.25 off after I offered various amounts. I bought the item just to review, if you don't want to negotiate, don't choose to allow for best offer. Then I received the file card bent/stuffed inside the tiny box mailed to me. Slightly annoyed with his purchase.
