Embargoed Goods And Prohibited Countries

The sale of certain types of items is prohibited to particular countries under Philippine law. 

 eBay Philippines has also decided to adopt the “Embargoed goods and prohibited countries” policy of in regard to embargoed goods and trade with prohibited countries. Various US agencies have sanctions in place that substantially regulate or ban all trade with particular countries (including Cuba, Iran, North Korea, Syria and the Crimea, Donetsk People's Republic (DNR), and Luhansk People's Republic (LNR) regions of Ukraine (as defined under applicable sanctions)). eBay doesn’t allow the sale of embargoed (restricted) items from those countries.  

US Federal agencies have also banned or regulated trade between US persons and certain organisations, businesses and individuals. eBay does not allow those organisations, businesses or individuals to use our service.

Buyers and sellers posting internationally should periodically review current information about which countries may be affected by sanctions enforced by Philippine Customs and/or the Office of Foreign Assets Control of the US Department of the Treasury. See Additional Information below for more details about laws governing such trades.

The items must still meet all eBay policy guidelines.

Violations of this policy may result in a range of actions, including:

  • Listing cancellation

  • Loss of eBay fees

  • Limits placed on account privileges

  • Loss of PowerSeller status

  • Account suspension

What are the guidelines?

The following information is meant as a general guideline to help you determine if an item is allowed to be sold on eBay.



  • Certain informational items about sanctioned countries, such as books, movies, artwork, photographs, music, or similar materials.



  • Replica items of antiques and artifacts must clearly state that they're replicas.



Not allowed

  • We don’t allow items on our site if they fall under the embargo regulations with  the following countries:

    • Cuba

    • Iran

    • Democratic People's Republic of Korea (North Korea)

    • Syria

    • The Crimea, Donetsk People's Republic (DNR), and Luhansk People's Republic (LNR) regions of Ukraine (as defined under applicable sanctions)

We also don't allow organizations, businesses, or individuals from these countries to have or register accounts while based in these countries.

  • We don’t allow organizations, businesses or individuals on the Specially Designated Nationals (SDNs) list to have or register accounts.

International sellers should also familiarise themselves with other restrictions that the US Government may have in place. Philippine laws

All exports to the following socialist countries: Albania, Laos, People’s Democratic Republic, Ethiopia, Mozambique, Angola, Mongolia People’s Republic, Democratic Republic of Korea (North Korea), Nicaragua, Libya, Myanmar are prohibited, except upon clearance by the Philippine International Trading Corporation (PITC).Please refer to the List of Prohibited Products.


Why does eBay have this policy?

eBay urges its sellers and buyers to comply with all governmental laws and regulations. Since the sale of embargoed items is prohibited under United States law and the sale of certain items is prohibited to certain countries under Philippine law, sellers may not list them on eBay.
