Um die Fragestellung im Hinblick auf die Zusammenarbeit mit Europa zu beantworten, soll zunachst die Entstehung und die Ziele der Euro-Mediterrane Partnerschaft in Bezug auf die externe Demokratiefoerderung bearbeitet werden. Anschliessend wird ein kurzer UEberblick uber die Akteure und den Verlauf des arabischen Fruhlings sowohl allgemein als auch in AEgypten gegeben. Der Hauptteil dieser Arbeit behandelt die Demokratiefoerderung der EU und die Menschenrechte in AEgypten vor und nach dem arabischen Fruhling.
