with little mod, will work, except maybe thick/stiff E rated+ 16'' trailer tires, etc. Watch Utube videos! -duck always moves tail first?! The large center pipe has seam inside, & just enough space inside diameter for a plastic "bearing"=altered rattle paint can cap, -put the gap on seam, & solve both issues! Don't see Any use for cones, but centering discs are needed, -about 1/4'' thick X 1.7'' center hole X near wheel pilot hole dia.s, with clamp spider "upside down"/2'' spring squeezed Tween!
