Fits more of a 31.5. There are about 3-4 mm of threads showing on the handlebar clamp screws when tightened on a 31.8 mm handlebar. The only carbon on the stem is a thin overlay on the aluminum. The carbon adds to the overall look but adds nothing to the structural integrity.
