Not new, not "off new bike", it actually came off a bike that was crashed numerous times, given the scrapes and gouges at both ends of the handlebars.
Yea, the seller offered refund IF i sent it back, but by the time he answered my message, the trash was already picked up with the handlebars in it. Oh well...
