After 3 weeks, there was still nothing so I messaged the seller, asking him if the letter was returned to him or not. Still no response. I waited 3 days before opening a case, no response. I opened an INR case, no response. I waited 5 days (instead of 3) to give him some time before asking eBay to step in, but no response. Even after eBay stepped in, no response.
