Falsely advertised part, seller unwilling to resolve. The regulator is incapable of accepting the voltage that the seller is claiming. The chip manufacturers clearly states in their data sheet specifications the acceptable voltage range. This was not obvious on the item listing since none of the pictures were close and clear enough to read the manufacturer and part number.
