Upon close inspection, the card was actually fairly used with dust and pet hair stuck in the heatsink. Previous owner appear to have cleaned the outside of the card to look presentable. I don't really mind it as I only really hoped the card is functional. I was able to clean it up and apply new thermal pads and paste. Card ended up running great. Still happy since I was looking for this card for a long time.
