This person is not telling the truth. I tried to help by allowing a return even though it was well after the 30 day return period. I did receive the item back outside of the ebay return procedure. I attempted to issue a refund but I was not able to because the return request was still open because the seller sent the item directly instead of using Ebay returns. I contacted the buyer 4 times to close the return request and twice since they left this feedback and still have not heard from them.

That is correct. If you check the tracking information you will see it is clearing customs. As soon as it clears customs it will be delivered.
