In my opinion, providing a tracking number for the item, does not count as the item is shipped, especially when the carrier states, awaiting item. After three weeks with no shipping progress, I asked for a status update, and seller promptly cancelled the order. If you don't have the item, or cannot get it in a couple days, then don't list it on eBay as "IN STOCK". This is a changing world, for shipping orders, but when we buy on, we expect it to be shipped within a week, at the most.
