    You were sent exactly what is pictured, the top water meter. To expect a bottom portion that is not pictured, mentioned, is silly. Why do people assume random other stuff that isn't pictured or mentioned would be included? Then you have the nerve to leave a neutral feedback because YOU assumed an unrelated part was included? It's like buying a wheel and expecting a car because "it goes on a car" ridiculous.
