No idea how it was "tested and fully functional" like the listing said. This thing was not packaged very well and did not move or even make a noise when I first put it on the track and applied power. I had to clean the wheels, pop off the shell and oil the motor. And then do lots of pushing to get it to run. Since it now runs ok, I'm leaving a positive review.
