Didn't mention in the listing that this was actually in mils, not degrees. I should have spotted this in the picture but also the seller absolutely have made this explicit.

Hello. I am sorry you made an error and you are welcome to exercise return policy. Tis is a standard 4/54 model, the ruler has various metric measurement scales, starting with mm and with standard map scales 1:25000 and 1:50000. Normally you can multiply the degrees of separation of longitude and latitude by 111,139 to get the corresponding linear distances in meters. I am not sure there are many hiking compasses offering rulers in degrees to be honest.
