Though it came as factory sealed the “complete” set was missing almost all white and blue cards and a few of the black cards.

I am so sorry this happened. We are unable to vet this before it happens becuase we don't open the factory seal on the cards in order to maintain it for our customers. However, I will submit a replacement request to Wizards for you, and you should be getting a new set in the mail/the replacement cards in the near future. Please look out for a message from me, as you may need to provide me a full list of missing cards. Again, I'm so sorry this happened and hope this makes it better.
