I measured it with a meter, and both chokes are completely open. I bought another one from another seller and confirmed it worked. I can't return this one as I did open it up to check for a thermal fuse, however I did mention it not working to the seller and asked if they tested it, and they said they changed it out in a lot; which didn't really answer the question as it could have been unnoticed if failed.
