The description was not exactly right the issue was not that the high voltage ligh being on but that the voltage input was having oscillation issues with switching between two different voltage levels which is not suppose happen plus two bad capacitors and some very questionable soldering joints now it functions correctly except one slight issue with the high voltage on low voltage input before it switches to a lower voltage it is in 10%+- specs but if the voltage is that low it needs shut down
