I pay no attention to the "OK Tested" statement of vendors when talking about 100 year old Packard shutters. They are never workable smooth with an air bulb. I always take them apart clean the rust and bugs, paint the interior (old man Packard never painted the inside of the cases (??), polish the piston and sleeve, and viola, they are like new and will last another hundred years.
