Controlled drugs or items (or their components) that require a prescription from a licensed practitioner (such as a doctor, dentist, ophthalmologist or optometrist) are not permitted on eBay; this includes drugs prescribed by veterinarians for animals. Under Philippine law, it is an offense to sell, offer for sale, import, export, distribute, or transfer any drug without a licence. In particular, the Food, Drug and Cosmetic Act requires all drugs sold in the Philippines to be licensed with the Bureau of Food and Drugs. It is also an offense for sellers to make a false, deceptive, or misleading advertisement of any drug for the purpose of inducing, directly or indirectly, their purchase.
Activity on eBay is required to follow this policy, the eBay User Agreement and all applicable laws, as well as respect the rights of third parties. If it doesn’t, eBay may take action consistent with applicable laws and the eBay User Agreement, and may even be legally required to do so. Such actions may include, as an example only: Removing the listing or other content, issuing a warning, restricting activity or account suspension.

"Drug" is defined as: (1) articles recognized in the official United States Pharmacopoeia, official Momeopathic Pharmacopoeia of the United States, of official National Formulary or any supplement to any of them; (2) articles intended for use in the diagnosis, cure, mitigation, treatment, or prevention of disease in man or other animals; (3) articles (other than food) intended to affect the structure or any function of the body of man or animals; and (4) articles intended for use as component of any articles specified in clauses (1), (2), or (3), but does not include devices or their components, parts, or accessories.

Why does eBay have this policy?
eBay urges its sellers and buyers to comply with all governmental laws and regulations. Since the sale of prescription drugs is prohibited by law, regulated or may cause harm to eBay or its members, sellers may not list them on eBay.
